In 2015, PRISM Psychologists designed a special 10-day pre-release program for convict prisoners at Central Prison Puzhal 1. The objective of the program was to empower convict prisoners on the eve of their release for reintegration into society as productive citizens.

The program was immensely successful and the need for a similar program for those under trial was keenly felt.

After much deliberation and analysis, it was decided to design a special program for young, petty, first-time offenders in the age group of 18 to 24 years to prevent/reduce Recidivism (re-Arrest). Research showed that if this segment of prisoners were given adequate guidance and training, they were unlikely to continue with a life of crime.

A PRISM team of expert psychologists, counsellors, and trainers designed a program to provide life skills, psychological intervention, and coping strategies for this target group during their short stay in prison as under-trials.

The program was launched as a pilot project at the Sub Jail, Saidapet. In order to ensure complete segregation of young, petty, first-time offenders during their stay in prison, a direction was issued by the Honorable High Court, Madras, to the concerned metropolitan magistrates in Chennai, to remand them only to the sub-jail at Saidapet. With the cooperation of the Prison department, the sub jail at Saidapet was made exclusive for young, petty, first-time offenders and infrastructure was provided for regular contact with classes.

Life skills through sports were introduced as part of this program. Facilities like a library, psychologist/counsellors, and corporate trainers were provided.

Through this program, for the first time, the interaction between the three pillars of the criminal justice system mainly the Police, the Prison authorities, and the Judiciary was facilitated.

The program was launched as a pilot project at the Sub Jail in Saidapet as per the directions of the hon’ble High Court, Madras, on 1st August, 2018.

A review of the program conducted at the end of December 2019 revealed that out of 2059 inmates who underwent the program, the rate of recidivism (re-arrest) was only 2.8%.

This significant reduction prompted the Tamil Nadu State Legal Services Authority (TNSLSA) to launch this initiative as a project through the Tiruvallur District Legal Services Authority with the Prison department and PRISM.

The project was introduced in the Central Prison II at Puzhal under the name of PATTAM.

It has since been introduced at all 8 Central Prisons in Tamil Nadu and at the Government Observation Home for Boys at Chennai and Madurai.

Similarly the number of persons remanded came down from 143 to 35.

This significant reduction prompted the Tamil Nadu State Legal Services Authority (TNSLSA) to launch the program at Central Prison 2, Puzhal under the name of PATTAM. Subsequently, it was introduced in all 8 Central Prisons in Tamilnadu. In 2021 it was introduced in the Observation Homes at Kellys (Chennai) and Vellore.

In Tamil, it means ‘kite’. A special logo was designed showing a kite in flight, amidst dark clouds, guided by a string signifying the journey of inmates after release, with the tag line ‘Free to Soar’.

PATTAM – The 6 – Step Process

Training of Trainers (TOT)

To make the PATTAM program sustainable, 5 long-term convict prisoners from each Central Prison in Tamil Nadu were engaged as Para Legal Volunteers (PLVs) and brought to the Central Prison at Puzhal to be trained as trainers. On the 14th of March 2020, the first training was inaugurated by P N Prakash, Justice of Madras High Court in the presence of Sunil Kumar Singh, DGP&CS.

The TOT program equipped the convict PLV’s to conduct the PATTAM classes, assist in conducting the pre-release program and assist the Psychologists and Counsellors in the prisons in the discharge of their duties.
